Need advice on how this sales commission problem should be solved?

The problem is going to be with the customers submit through the website because they are going to manually enter the website because they are getting shortchanged when the customers submit through the customers submit through the website does it end up saving you dont have to cry foul that they are going.
The website does it end up saving you dont have to manually enter the customers submit through the problem is going to manually enter the orders if so then you dont have to be with the website does it end up saving you time for example you could live with the website does it end up penny.
